This form must be filed with the California Superintendent of Public Instruction between October 1 and October 15 of each school year. New private schools that start up after October 15 should file an affidavit as soon as possible. PSA filing is only for those creating their own home-based private school, or renewing their PSA annually. If you're with a homeschool charter (part of the public school system), you do not need to file a PSA. If you're with a Private School Satellite Program -- a private school run by someone other than yourself -- generally that entity will file your PSA or file an "umbrella" PSA for that school, handling the PSA on your behalf.
